Regulator: Bank of Ghana (BoG); Securities and Exchange Commission (SEC)
Ghana's Virtual Asset Service Providers (VASP) Bill 2025 was signed into law by President John Dramani Mahama on December 29, 2025, establishing the first dedicated legal framework for digital assets. The framework is activity-based and risk-based, applying to virtual asset exchanges, wallet operators, custody providers, and issuers. The Bank of Ghana and SEC will jointly oversee the sector with a new Virtual Assets Regulatory Office (VARO) coordinating supervision. Priority initiatives include consumer protection, AML/CFT compliance, and exploration of asset-backed digital instruments (specifically gold-backed stablecoins) for settlement purposes. Detailed regulatory instruments and operational guidelines are expected in early 2026.
