Kuwait maintains an absolute ban on virtual-asset activity under Capital Markets Authority Circular No. 10 of 2023 (18 July 2023). The circular prohibits using virtual assets for payment or investment, bans mining, and bars licensed virtual-asset services, covering stablecoins with other cryptoassets. There is no stablecoin issuance or VASP licensing pathway.
