Mali Stablecoin Regulation

Mali has no dedicated stablecoin issuance or licensing regime. Ordonnance n°2024-011/PT-RM of 30 August 2024 transposes the 2023 UEMOA uniform AML/CFT law: Art. 2 defines virtual assets and virtual asset service providers (PSAV) and Art. 58 requires prior authorisation (agrément), but no operative PSAV licence conditions or prudential rules are in force. BCEAO's regional crypto-asset framework (C-CRYPTO committee, May 2026) remains in preparation, so stablecoins have no legal recognition, reserve rules or consumer protections.
