Regulator: Stablecoin Supervisory Commission (SSC); Vanuatu Financial Services Commission (VFSC) for general VASPs
Vanuatu’s primary live frameworks are the Virtual Asset Service Providers Act No. 3 of 2025 (general VASPs, VFSC-regulated, excludes stablecoins) and the Stablecoins Act (passed November 2025), which creates a dedicated licensing, reserve, disclosure and supervisory regime under the Stablecoin Supervisory Commission. Key issuer requirements include local incorporation or registration (or licensed bank status), VT 200 million minimum paid-up capital, 1:1 segregated high-quality reserves, independent audits/attestations, and non-interest-bearing treatment. The first Commissioner of Stablecoins was appointed in July 2026. Private cryptocurrencies remain non-legal tender.
