Timor-Leste has no dedicated cryptocurrency, stablecoin or VASP licensing regime. Banco Central de Timor-Leste (BCTL) supervises banking, payments and financial institutions, and the US dollar is legal tender; no private stablecoin issuance pathway has been published. CBDC and digital-payments work by BCTL does not authorise private stablecoins.
