Syria has no dedicated stablecoin or VASP licensing statute. The Central Bank of Syria warned in August 2025 that digital currencies are not legal tender, are not issued or supervised by it, and that buying and selling them is treated as illegal. There is no operative private stablecoin issuance pathway.
