The primary law is Law no. 66/2020 on financial markets based on distributed ledger technology, which has been live since September 2020 and regulates issuance, trading, and custody of digital tokens (including payment tokens) through licensing by the AMF and AKSHI. No entities have been licensed to date, and the framework is general rather than stablecoin-specific. A draft MiCA-transposing law on crypto-asset markets was published for public consultation in December 2025 and remains proposed; it would introduce explicit categories for electronic money tokens and asset-linked tokens with Bank of Albania oversight for issuers, reserve requirements, and redemption rights. No yield provisions or detailed backing rules exist under the current live framework.
