GENIUS Act (Public Law 119-27) establishes a federal framework for payment stablecoins with 1:1 reserves, permitted issuers, and prudential oversight. Allows banks and OCC-chartered nonbanks to issue fiat-backed payment stablecoins. Effective 18 months after signing or 120 days after final rules.
