Zambia has no enacted virtual asset or stablecoin regulation; the BoZ explicitly states it does not regulate the crypto landscape. FIC designated select crypto entities as AML reporting entities under Act No. 46 of 2010 but this is not substantive regulation. BoZ committed in its 2024-2027 Strategic Plan to develop a crypto and stablecoin framework, with active directive development announced in early 2025.
